BOULDER (August 2005)
Because the statewide ballot measures, Referenda C
& D, will have such a substantial impact on the funding
of nonprofits, The Community Foundation Board of Trustees
endorsed Referenda C & D as a statement of our firm
support of nonprofits in Boulder County and across the
state. Referenda C & D, or The Colorado Economic Recovery
Act, is a five-year timeout from TABOR rebates to catch
up on state's schools, roads, and health care without
increasing taxes.
Background on C & D
The recent economic downturn and state revenue limits
have created a number of problems for many of Colorado's
17,000 nonprofits (1,200 of which are in Boulder County)
and the people they serve. Colorado has been forced to
cut $1 billion in spending over the past three years reducing
programs that fund or partner with nonprofits to provide
services. The loss of government funding to nonprofits
has increased competition for limited foundation, corporate
and individual support. Plus, the economic downturn and
reduction in government programs have increased the demand
for services from Colorado's nonprofit organizations.
It is estimated that if nothing is done to rectify the
fiscal crisis, over $700 million more will be cut in the
next two years.
The Governor and Legislature have created a bipartisan
agreement that will allow the State to use collected funds
for key services such as school building repairs, health
services, and funding for higher education, all without
raising taxes. Colorado voters will have the opportunity
to support this plan to move Colorado forward and invest
in our infrastructure by voting yes on Referenda C &
D on November 1.
What are Referenda C & D
Referenda C & D are a frugal, bipartisan plan to move
Colorado forward by investing in schools, healthcare,
and transportation projects. Referenda C & D allow
Colorado to catch up from the economic downturn with no
new taxes and no increase in existing tax rates. Referenda
C & D use a routine provision in the Colorado constitution,
one that has been used over 900 times throughout Colorado's
cities, counties, and school districts (including Boulder
County), to earmark the next five years' TABOR rebates
for schools, roads, and healthcare services. Referenda
C & D will increase general state funding and allow
for increased government funding for nonprofit organizations
and the people they serve. C & D will help prevent
future budget cuts to state programs that provide grants
to or contract with nonprofits.
